U.S. Colleges Must Deal with Piracy

The U.S. Higher Education Opportunity Act (“HEOA”) was signed into law on August 14, 2008. Enforcement of its provisions begin July 1, 2010.  Several sections of the HEOA  deal with unauthorized file sharing on campus networks, requiring all U.S. colleges and universities to provide:

  1. An annual disclosure to students on describing copyright and campus policies on violating copyright.
  2. A plan to “combat” piracy by users of its network.
  3. A plan to offer alternatives to illegal downloading.
