Copyright Permissions in Canadian Colleges + Universities
In order to meet the demands of a changing licensee base, Access Copyright, the English language reprography collective in Canada, recently announced a new way of offering permissions to Canadian colleges and universities. According to its press release, this new change/new offerings is the first phase of new, market-focused services to meet the needs of Canadian educators. The new offerings are intended to to provide greater convenience, value and choice for Canadian educators using copyright-protected content while compensating creators and publishers. The new offerings are the result of cross-country consultations with academic librarians and copyright administrators and their needs in today’s world.
Copyright Permissions through Access Copyright
The new offerings are intended to assist with copyright permissions for the next academic year and are available 1 July 2015 to universities and colleges. The PREMIUM service is being marketed as “One agreement. One price. Maximum convenience.” It offers pre-cleared permissions + flat price per FTE; a broad repertoire of Canadian and foreign works; greater flexibility for faculty; and simple reporting for easy administration. The CHOICE service is being marketed as “Pre-cleared permissions. Consistent, pay-per-use pricing.” It offers lower flat fee and pay-per-use page rate; broad repertoire of Canadian and foreign works; pre-cleared permissions; lower up-front cost commitment; and compatibility with on-site centralized copyright management. Under the CHOICE service, any content that is not cleared will be the responsibility of the college or university. This means that every institution will be responsible for their own interpretation and application of fair dealing.

What does the PREMIUM offer provide? The PREMIUM offer provides convenient, institution-wide pre-clearance for copying up to 20% of individual publications in Access Copyright’s extensive repertoire. PREMIUM incorporates a single flat price per FTE (full- time equivalent student) and lighter reporting requirements.
What does a CHOICE offer provide? The CHOICE offer provides institution-wide coverage for paper handouts, email attachments (and admin costs) for a set price per FTE. CHOICE also includes pay-per-use permissions (up to 20% of covered publications) for paper coursepacks and digital uploads, conveniently pre-cleared at a consistent price per page.
